In response to a diminishing film industry in Miami-Dade and its devastating influence on the economy, Commissioner René Garcia is pushing for the county to introduce an innovative “high impact film fund program” to lure significant television series and motion picture productions.
On Monday, the Chairmans Policy Council and Intergovernmental Affairs Committee voted unanimously in favor of a resolution proposed by Commissioner Esteban Bovo Jr. requesting Mayor Daniella Levine Cava to create a program within 90 days and present it to the Commission for review. The matter is now pending full commission action.
According to Mr. Garcia, the Miami-Dade film incentive program only provides incentives for small to medium projects.
Productions with a budget of $1 million or more are eligible to receive an attractive subsidy of up to 100K. Those with expenditures between 500K and 1 million may qualify for 50K in donations.
He is adamant that his resolution must be taken a step further. According to him, the lapse of Florida’s former film incentive program has resulted in losses of over $800 million from what production companies would have otherwise spent on site and 100,000 jobs lost. He proposes utilizing money allocated within this year’s budget to fund the new county program.
Florida counties like Broward, Palm Beach, Hillsborough, Duval, Pinellas, and Manatee offer competitive film incentives; however, neighboring states such as Georgia, Louisiana, and North Carolina have also implemented their own incentive programs. Consequently, it’s no surprise that Georgia has now unseated Florida as the third-largest US movie production center.
To add insult to injury, films based in Miami-Dade County are frequently filmed out of state or within other regions of Florida.
Andy Garcia and Gloria Estefan’s HBO-Max 2022 version of “Father of the Bride” was filmed in Atlanta, despite being set in Miami. This $20 million remake closely follows Steve Martin’s 1991 interpretation of Spencer Tracy’s 1950 original – a higher budget than other versions before it. With these ambitious goals, Mr. Garcia hopes to push this film into its unique realm!
